A way to assign icons only to empty or full folders

Basically the title, coming from windows explorer it feels weird there's no way (that I know of) to show folder thumbnails explorer-style, so some folder icons have "documents" inside of them, others have actual thumbnails of files inside of them. I tried changing icons in the "Customize File Icons" dialog but I also couldn't find a way to only include full folders.

It seems it only works for color filters, however I want to change icons.
Also, is there a way to get bigger (filling) custom icon in a thumbnail? My .ico is 256px, and this view is only 128px so it should fill it easily

Which is not possible and it's (atm) unlikely that this will happen anytime soon (XY is in a feature-freeze state):
