Photo viewing

Say I'm in a folder with 40 jpgs in thumbnail view.
I select 1 file by clicking it. Then I quickly double click a second file in the same folder. Windows' Picture and Fax viewer (or whatever exactly it's called in English) opens and displays the FIRST picture I had selected not the one I double clicked. What's up with this?
Some details:
XP SP2, XY 6.70.0001 (but have noticed this with previous versions)
If I double click slowly, the desired photo opens. I am unable to get this to happen with Win Expl.
If I keep playing around with this I may wind up answering my own question. It only happens when I double click the thumbnail, not the file name, so I suppose it happens because XY is trying to do the pop up preview...
