Toolbar configuration

I searched for an answer but it doesn't seem that this was already covered, if it was just please give me the link.

I was looking at the possibility of having multiple toolbars stacked up or a ribbon type of solution. Options and configuration do not seem to
offer this.
-
My questions:
-
1) Is there a plan to expand the toolbar view options so that it can be customized to at least two parallel toolbars or several ribbons in future releases?
2) If not, is there a way to change the configuration file to customize it?
3) If the answer is no to both, here is what I am trying to solve: I would like to have ALL the drives accessible and visible on one toolbar, but since I have more then 15 of them between network drives and local drives they occupy the whole length of the toolbar so I can't have those that I use all the time such as the Tags and Labels buttons, the navigation buttons and a few others. I already use "User" to go to specific folders and Favorites but these are too small for easy access like the size of buttons on the toolbar.

Is there any alternative?
