This is a concept idea which could possibly help trigger an idea.. The idea is to speed up the identification of choice. Each major menu is restricted as practical to about 6 entries so only the major options are shown. Further options are abbreviated as a guide of availability.
Selecting the main action cascades, as now the options to refine further choice.
Most options are seen as available in the short list horizontally! Spacing makes this clearer)
Thus in the case of File menu
Open [Selected (ENTER), Arg, Foc (CTL ENTER)]
Copy [To >, Here Cpy, Here As (CTL+S), Suff Nu (CTL+D), Suff Dt, Suff Dt Mod]
Move [To > ]
Delete [Del (DEL), Del No Rcy, Del skp lck]
Rename [Ren (F2), Ren Spc >]
Misc [Clip >, Bck Up>, Prop, Prev, Settings>]

The idea is to make the menu clean and simple and make choice easy. As we all read right to left, the further options become immediately clear.
