Error 13 on clicking a file or folder v19.60.0100 and 19.60.0101

If I click on a folder or file, I get the following dialog box:

The last version I had that worked was v19.60.0010.

I can not believe it, but I can (partially) confirm it!
However, I experience this only in 19.60.0101. As soon as I downgraded to 19.60.0100, no more problem.
At my place, this apparently happens on click on either file or folder in the list. No problems in the tree.
Update: I am currently under Win7, 32bit and this is my RTE-Log:

That must have to do with the recent filedate related fixes. What are your date format settings for the list?

I upgraded to v19.60.0102 and I'm still getting the error.

I use a custom short date format ddd dd-MMM-yyyy which displays as Tue 12-Feb-2019. This can be changed via Control Panel > Clock, Language, and Region > Change date, time, or numbers formats. Under the Formats tab, click on the Additional settings button. Click on the Date tab and enter ddd dd-MMM-yyyy for the Short date.
