That script/helper app was never made public AFAIK because similar abilities were incorporated natively in XY, you can enable it here:

Configuration | General | Menus, Mouse, Safety | Mouse | Select list items on hover

and set the required hover delay here, if you aren't happy with the 800ms default:

Configuration | Information | File Info Tips | Initial delay in milliseconds

The main difference between the screenshot and the XY native ability is that you need to hover over the file icon in details mode, not the file name.

After starting it for the first time it will create an .ini file in the same directory as the .exe
If you want to modify anything in it (hotkeys, delay), exit xyHoverSelector, make your changes
in the .ini file, start xyHoverSelector again...
