In my definition of smooth scrolling (fluent and continuous) there exists no browser that does it.

It's not a matter of browser but mouse. Microsoft's frictionless mice are capable of per-pixel scrolling in web browsers, much like Synaptics' chiral motion. I know because I tried them both, as compared to Logitech.
Anyway, back in topic, smooth scrolling isn't possible, unfortunately. I agree with you that it would be a huge usability boost, but...

Mice send "steps". Keyboards send steps (keys and repeated keys) to the system. You can smooth-scroll browsers (virtually all) by keyboard too.
It's the software that decides how to smooth the movement in any direction when it receives a "step" from the wheel. And between two "steps" of the wheel.
I believe that's what the OP wants.

Now that it's mentioned, I'd second this but it's not something even nearly critical.
Smooth scrolling is always useful for the eye to keep track of the position when you scroll. Especially when other marks and characteristics of the elements can't help much (nearly all-same-length elements for example).

Absolutely serious.
Plug a MS frictionless mouse and start scrolling very slowly in Firefox.
Now plug a Logitech mouse and do the same.
You'll see the difference. Out of the box, the drivers are configured differently.
And remember, I was replying to Filehero, who was probably talking about per-pixel scrolling.

What is a "frictionless mouse"? Free-scroll?

I don't know what exactly MS frictionless mouse should mean either. I've made a search and nothing came out of google.
Friction(less) is known as the level of ... friction between the physical mouse and the underlying pad/mat.
I thought it might be a mouse with a scroll wheel that is much more "resolvant" - the wheel's steps might be much more frequent and every little spin sends a step to the computer. Regular (it seems all) mice send a step every 3 or so millimeters movement and as it's even in the title of this topic, the software (browsers) decide how to smooth the movement between two steps (or after a step).

Please give links to such mice to see what is that mysterious new technology. There might be something I've (we) never heard so far.
Free-scrolling is normally referring to mice whose scroll wheel can be switched to spin without "steps", freely. I've had numerous such mice. It has to do only with user ergonomy and not the resolution or frequency of steps (or some step-less manner) sent to the driver and software.
It's funny to reject the fact that smooth scrolling (as opposed to instant line-by-line or page-by-page or segment-by-segment) exists and is actually near perfect in todays softwares/browsers (at least FF which I use and am fan of). It's the movement between two points that is smoothed out instead to instantly jump there. I believe (almost 100% sure) this is what OP's had in mind.

I don't know Italian. I looked up reviews and specs in english.
This is a very cheap MS mouse. I couldn't find or see anything special about this mouse in reviews online or in specs.
I believe the OP would have mentioned if he had a "special" mouse he wanted support for in XY in some way.
What's so special about its wheel technically speaking anyway?!
