Renaming a file can result in an incorrect timestamp

There seems to be a bug where a renamed file will adopt the creation date of a deleted file that had the same name.
For instance, let's say C:\ has two files named "Foxes" and "Foxes Two." When "Foxes" is deleted and "Foxes Two" is renamed to "Foxes," the RENAMED file will adopt the creation date of the ORIGINAL "Foxes" file. Interestingly, if you right click on the file and go into Properties, Windows will give you the option to revert the file to a previous version (the original "Foxes" file), even though it is technically a different file.
Due to the latter, it isn't clear to me whether it is an XYplorer issue or Windows issue.
