Keeping a program on top?

I think this is dependent on Windows settings, but is there a way to keep another program in focus after you click and hold a file in XYplorer (so it can be dragged into that program)?
This is what I'm going through:
1. Open program using XYplorer catalog shortcut.
2. Program opens on top of XYplorer.
3. Click and hold a file so I can drag it into the program I opened.
4. Program immediately loses focus behind XYplorer, so I have to drag the file into the taskbar so the program's window pops up again.
