Button that throws a small pop-up toolbar

It was tip for Don because recently he made a lot of improvements in toolbar.
But Don has wished to learn opinion of others.
Idea is very simple, but it can not be solved with scripts.
We can have a special type of "sub-toolbar" button, which will (when you hover over it) throw out the horizontal menu with row of buttons grouped together.
This horizontal pop-up menu should be located below the toolbar and hang there until you hover with mouse another toolbar button or until the focus will leave zone = [toolbar + height of the "sub-toolbar" menu].
In this case, I can again (without making a click on this button) go into this horizontal menu (hanging in front of me) and do all necessary actions on it, like on usual button located in the usual toolbar.
And of course in this case there is an opportunity to have really wide captions to buttons.
Because the number of buttons will be small.
Such special button-toolbar will not hinder to scrolling self toolbar (with left or right mouse click), although after the appearance of such buttons there can be nothing to scroll.

For touchscreen mode, this button can be simply clicked and the "sub-toolbar" menu pops up.
