Audio: Split a WAV, create an audio CD from WAVs

I did this thousands of times before I turned to non-stop programming, but the software I used 15 years ago does not exist anymore or became expensive. So here's my questions:

1) I need a simple (free -- it's a one time job) tool that allows me to split a large WAV file intro individual tracks (= small WV files). Any sugggestions? I think I used CoolEdit back then.

2) I need a simple (free -- it's a one time job) tool to create an audio CD from my WAV files. Uhm, I guess Windows/WMP can do this, right?

If I wouldn't use Cubase I took www.audacity.de (don't know wether it creates CD though but this task can be done using Windows anyway).

Do you use cue sheets to split the wav files? If so, then foobar2000 should be your choice.

Thanks, but nope, there are no cue sheets.
