When I save a photo from the web, Windows pops up a dialog for local Folder and Name.
I'd like to be able to assign Tags and etc right then. Is it available, or is there hope?

Unfortunately not.

The standard Open / Save dialogs are provided by Windows and Microsoft has not provided a good way to override or replace them.
