Sorry to do this to you, but I'm a brand newbie and I can't find an answer to this simple problem.
1. Can I tell XYPlorer to maintain the xyplorer.ini file in a different location?
2. If so, how do I do this?
I know where the .ini file is now, by default, but I wish to permanently change the default path to the .ini file. I assume that a portable XYPlorer (on a USB stick for instance) keeps this file on the USB stick.

Have you installed XYplorer or running a portable edition?
The portable edition keeps the ini and all other settings data a Data subfolder of where XYplorer.exe is in.
Otherwise, go to XYplorer's program files folder, there will be a startup.ini file there. Edit it to your liking.
Or you can right out delete the startup.ini; then settings will be saved to XYplorer.exe path\Data. (If you're going this way, make sure XYplorer is in a folder that is writeable, and not UAC protected)
