Intra-volume move treated like inter-volume move

Forgive me for using the native Windows Explorer as an example, but many other third-party file managers do the same. When you do an inter-volume move, no matter how large, it happens almost instantaneously. It seems as if the address of the file(s)/folder(s) are just being changed, but the mass of the objects themselves are not moved.
In XY, a sizeable move can take a sizeable amount of time. From the dialog, it appears that each object is being copied/deleted.
Is my observation wrong? Or, if I am correct, what is the real reason for this process.
