Dancing Colons

Referring to v15.70.0120 change log, the colons constantly change position.
What's the implication/interpretation of colons' position?

I guess all you need to know is that here the dancing color makes a difference:

!:a OR b is parsed as NOT (a OR b)
:!a OR b is parsed as (NOT a) OR b
(Assuming factory defaults.)
