Filename Unicode vs UTF-8 vs ANSI

1) How to know selected item's name is in Unicode or ASCII?
2) AFAIK, NTFS always use Unicode, why we have Unicode to UTF-8?
3) Should I care too much about such codepage (i.e risk of unable to read on another computer)?

Yes, NTFS always uses Unicode in filenames. These settings actually mean "use only characters that a valid in UTF-8 / ANSI".
