XYplorer Beta Club

I've used XYplorer for several years and I swear this used to work. But for the last several months when I select "Open Command Prompt Here" in the context menu for folders in the directory tree, nothing happens.

I'm using version 13.60 on Windows 7.

I don't know what I could be doing wrong to prevent this working. Can anyone else verify this works on their system?

Works here. XY 14.20. Windows 8.1.

I have another system which also is Win7/64 with an identical configuration of XYplorer. The Open Command Prompt does work there.

The non-working system DOES have cmd.exe--I can run it directly. What other dependency would prevent XYplorer from being able to run cmd.exe?
