Why is it, with a new blank CD-RW disc in my D drive, XY list lists the drive as currently not available? It's available in Explorer!

Explorer supports writing to raw CDs and hence shows it to you as available (for writing, not for reading). "Raw" is not the same as "blank". A blank CD would be visible in XY.

So if I format the CD it will then become available? I want to utilise the backup facility.

No, it won't work unless you run something like PacketCD which supports on-the-fly burning.
