Preview = Limit Shelled Functionality in Associated App

I'm trying to figure exactly how to limit functionality in the associated app called in XY's Preview. Why? Example, "PDF-XChange Viewer" is a great product, but you are able to edit, add data, has full toolbars, etc. AND if you make changes inside the XY Preview AND then select another file in XY you loose *all* changes made in the PDF.
Obviously, the answer is not to make changes, but then I don't want all the overhead and just have it (PDF-XChange Viewer) enter read-only mode without all the toolbar(s) crap wasting screen real estate. This applies to Microsoft Office suite of products and others too.Idea, feedback, solutions, workarounds, ... Thanks!
