The same happens here.
Extraction with Winrar gives those timestamps.
Extraction with Windows/XYplorer gives today stamps.
While Don could, technically, have compiled both 0203 and 0204 last night and then published 0204 only this morning, it seems just plain conspiracy to me. I fail to see the reason for that.
And, anyway, this can't have any effect on the browser/ISP(?) cache. Both etag and last-modified have changed, else I wouldn't have been able to update nor Enternal's monitor would have worked.
