These are two different contexts, everything is alright.

"Items in Tree and List" we see in 1 section of Configuration as bold heading of subsection.
In subsection we have only one item with name "Select Ite&ms...", there for to find it in Configuration we need only one tag "Items in Tree and List"

but tag with that name (06.0827= cmd. tag:01) not works, and instead it works string (ms.1502=01)

Of course you can make tomorrow, that line (06.0827= cmd. tag:01) will start working where it is supposed to work, and the string (ms.1502=01) will be again a different context and everything will be again alright.

I can't say it's a bug. It's just a violation of your own logic.
You use 360 lines, make for them a note "tag:", and they all work to display the location of a particular command in the Configuration dialog. And suddenly one of these lines doesn't work, but another line works instead, and after it such logic is disrupted.

Okay, I see that ms.1502=01|Items in Tree and List|--|Элементы дерева и ф-панели is superfluous. I can (and will) do without.

Then I report to you a few more interesting cases (but not all):

1) in dialoge shift+F9 for #725 works string co.0219 and not kc.0725
co.0219=00|&Update Registration Details...|--|&Обновить регистрационные данные...
kc.0725=00|&Update Registration Details...|--|1€&Обновить регистрационные данные...

1€ in kc.0725 means: €= duplicate, and 1= seit first version of lng file, seit 2012 year

2) in dialog F9 for button Apply unten works string ms.0348 and not 06.0867

06.0867=(0095)cmd.caption:00|Apply|--|€Применить

3)in dialog #656; Ctrl+Alt+F9 as name of subsection unten works ms.0650 instead 18.0032

Oh shit, that was not the message I intended to send. I'm absolutely not bored enough at the moment to care for this kind of under-the-hood perfection. The upcoming 64-bit release needs all my powers. But later, maybe in winter...
