I checked the translation of the help and tried to check the Tags section.
1) if in Admin.ini in key TagsList I enter the tags in Russian, then in XYplorer they will be decoded as 1252, not 1251. Tags will be unreadable.
This is most likely a bug.

2) as far as I understand, we can't enter a new value into the tag list, because the TagsList key limits this possibility.
However, if XYplorer saved the Last Tag before inserting the TagsList key into Admin.ini file, then I can insert this last tag.
This last tag will not be saved in the TagsList, but we can still enter it as a tag even though it is not in the list.
That's probably wrong, too

1) Create (or save) Admin.ini as UTF-16LE file, and the problem should disappear.

You are right. Converting the file from UTF-8 to UTF-16LE solved the problem.

My Admin.ini file was created in 2019. There were no problems.
Now I tried to insert in Admin.ini (Utf-8)

DisallowedDirs=path_in_russian_letters

and this path was not forbidden, although the icon (in address bar status bar) showed me this name in distorted way as forbidden.

Conclusion:
When I create Admin.ini I should consciously use only UTF-16LE encoding.
