Thanks for the hints! It was in fact a bug and should be fixed in the next beta.

With Beta 23.50.0009, my IP tabs are looking fine. Thanks Don and jupe. I hadn't changed TabIPUseCustomColors to "0" before the beta to see what affect that might have. After the beta though, it didn't seem to make much difference.
