Another thought:

Would users require a different toolbar for different sets of tabs? In which case it would need to be saved with the tab data.

Assuming that different operations are performed on different sets of files (some sets of tabs might be for images, others for text files etc...) then possibly different buttons would be useful.

I never use the toolbar, so I don't know if this is an idea or not.

There's always the possibility to use different app data paths from command line (/ini=YourPath\).
