No chance. ATM this is unfixable.

Windows 10 and later is full of weird hacks, and I cannot outhack this one it seems.
Odd, works fine on my Win 10 Pro machine.
Edit:
And it's only PDFs that I have noticed, every other type seems fine

It only appears when the resolution (custom text scaling) is > 100%.

I can confirm that. In fact I can get it to happen on my Win10 Pro machine if I change the scaling.

Glad to see this is working. It's really my main reason for looking for a Windows Explorer alternative. I regularly turn on / off the preview and the change in Win11 meant more clicks every time. I reverted to Win10 for a while because of it.

There are no more clicks in Windows Explorer than in XY.
In a detail view you switch on preview (Alt-P) and then you click on any PDF you want or use cursor up/down to preview other PDFs.

True when your hands are on the keyboard (forgot about that shortcut). But it's not usually the case when I'm bouncing around in explorer.
