Just discovered an interesting twist in this issue. On XP, extracting files from No-Install using built-in Zip file handler results in a pop-up about an unverified publisher when you run XY. However, if one opens the same Zip and then DnDs all files into a directory no pop-up appears on launch. Just one of those quirks I guess...
