Ok, so unless we know how technically the driver behaves in respect to wheel movements and what exactly is happening with this particular mouse's driver, we should conclude that smooth scrolling in the topic adheres to standard concept for all "other" mice - having steps and the sofware programs decide how to smooth (or not) their content after and between steps sent (as events) from the mouse and driver.
