In short, I'd prefer to see it be as wide as the list, but since I have a feeling you're unlikely to move those buttons at this time, then I think it should be made to fill the space between the buttons for the time being.

It's been implemented in 9.90.1001 (current beta is 9.90.1006) and is located at the lower left corner of any of the List Management windows accessed through Tools > List Management > ...
