Color Palette generator?

May it happen smbd know some good stand-alone app for generating color palettes? There are tons of web sites but i'm fan of offline. Would be real good if it can do these:
- generates a number of random palettes (colors surely harmonize inside each group) = like say propose 10 palettes with size of 7 colors in each;
- generate palette of specific size from for one/several selected colors = say user selects 3 colors, needs to have total of 9 in palette, and app proposes 6 colors that would work good together with selected;
- get palette(s) from an image = either several groups of colors, if image contains lots of colors, or at least palette of most used colors from selected image.
