The contents of the ini file are different in both cases. First, for folder0 is displayed translation. Second, Folder3 and Folder4 do not have <curbase> and <clipboard> values.

phrase "The fourth is made from ..." corresponds to the current contents of the ini file, where only three names are offered (Folder0, Folder1, Folder2).

"index of the last selection" means NewFolderTemplateIndex=. And last selection remembers the choice only among the first three offered names (not 4-th).
OK. It seems that I covered everything that causes contradictions.

4) Paste As Shortcut(s): Use it to create shortcuts to the file items on clipboard, in the current location. It also works for more than one file at a time.
"to the file items" must be "to the items" and "more than one file" must be "more than one item"
because shortcuts are created not only to files but also to folders.
5) Paste As Hard Link(s):
Creates a new file hard linked to the file currently on the clipboard, in the current location.
Creates a new file in the current location, hard linked to the file that was currently copied to clipboard (and currently exist in it).
If I copy a file to the clipboard and then delete it using this instance of XY or another application, I won't be able to paste this file, because it will not exist in the buffer in this case.
The same to Paste As Symbolic Link, Paste As Junction, Paste Image Into
