I don't know, it's not like that over here. If that's a fact elsewhere it shows poor organization. Sure, documentation is crucial but 70-90% is excessive. Just wasting resources.

I worked a long time for companies writing software following DOD military standard.
For this environment such numbers are true because they also including test procedures.
For commercial software we had numbers in the range of 30 - 50%

IMO, good product documentation is a balancing act.
It depends on who it is written to help. Those who have no knowledge, some knowledge or are very knowledgeable of how the product is used. Or the steps in configuring the product to operate as needed.
The OP could be referring to the time required to document for those with little or no knowledge of the product.

There no doubt are many thoughtful views on documentation for significant computer programs.
Why is documentation provided? Is it to maximize revenue or is it to provide personal satisfaction?
Who is to have the benefit or use of the documentation? Is it for an inner circle of friends who have been helpful for many years? Should it be for the novice who is simply surfing the net looking for ‘better software’ and who incidentally has an open pocket wallet to feed an addiction to ‘excellent software?’
