hi,
the attached jpg is what I get when I hover over the file's icon. I used to get the "cannot decode" message that "phred" but I messed around with the MDBU settings and somehow managed to make that disappear.
When I hold my button down, nothing is happening at all. As I previously mentioned, it works on jpg files.

I get a preview on hovering, and on Mouse Down Blow Up on just about every file type -except- PDFs. I don't know what else to configure...

maybe it's windows 11. My last system ran windows 10 and MDBU worked on pdf's no problem...

Phred, did you add pdf's to the list under "Preview" then "previewed formats"...that may get rid of the "cannot decode" message you are getting....

This is your issue, no where does it say to enter this GUID: prefix in the Add dialog, and having a manually entered UDPH entry is probably unnecessary (in your case) anyway.

Removing the GUID from the UDPH did not resolve the problem.

The question now becomes ... do I need the UDPH for PDF files at all? It seems to work fine if I disable the entry.
And lastly, what setting am I missing to have the PDFs on MDBU be larger? All other file formats preview in a larger size than the PDFs. This document is 8.5 x 11 inches when viewed in Foxit Reader. I don't expect, need, nor want it to be that size on MDBU, but I feel it should be larger than this:

It would have if your entry was correct, either your guid was wrong too, or you were missing the >64 suffix, I couldn't tell from your screenshot.
I already answered this, and you even quoted it in your reply. eg:

Yes, the ">64" was missing from the GUID. But since the GUID isn't needed I'll delete the entire entry.

You were talking about MDBU, but I just noticed your screenshot is of HoverBox, for that zooming may work, try using MouseWheel (or Numpad Add on keyboard ie. "+") while HoverBox is showing, it should work, but I haven't used Foxit personally.

Just to make sure: PDF thumbnails and PDF Hover Box use the same code. Either both work or none.

By that point in the evening my head was going around in circles. Here's the MDBU of the same file. No change in size. No sizable with mouse wheel nor numpad-add (+).
What code are you referring to? The UDPH code in Previewed Formats? And where is the code for PDF thumbnails?
Obviously neither do I.Don't know what's going on here.
My preference is to stick with Foxit Reader. And I'd like to get the PDF MDBU to display at a larger size as all the other formats do. If it can't be done, or figured out, then I'll use the Preview tab on the File Info panel.
