After calling visual filter (ctrl+j) or selection filter (ctrl+m) , clicking on drop-down menu shows me 7 previous filters with scrollbar to older filters.
But when i use down arrow key
first time: the menu is blank.
second time: i see only the 1st filter in the drop-down menu with other 6 shown as blank.
third time: i see only the 2nd filter. 1st and 3-7 filters are blank now.
Anybody can replicate this??
note: make sure you delete the filter before pressing the down key.
Another small glitch is, with mouse click drop-down menu the drop-down menu is opened downwards, above OK and cancel buttons (which is ok). But with arrowkey browsing the drop-down menu is opened upwards, above the hints part of the window. Just thought that both should be opened downwards (unless the window itself is way down on the desktop)

Hmm, strange. I checked on two PCs and i can always reproduce it.
By the way, maybe i mixed up two things here.
Try exactly this:
1) Invoke Visual filter (ctrl+j)
2) remove the initial filter by using delete.
3) Use down arrow, (do you see blank menu?)
4) Down arrow 2nd time (do you see only one item in menu and rest blank)
5) Down arrow 3rd time (now only second item is seen and rest blank)
If you cannot repro this then i definitely screwed up some setting.

Update: I just sent the config file.

Open config/interface colors and set "Marked Text 2" to something visible!

So...maybe...should the color selection prevent a selection of a text color that matches the background for same? You could still have hex colors that might be close enough so as to be almost invisible, like light cream on white, but having a cross-check to prevent exact match may be a good thing to stop users from falling into this trap.
