I have a structure where there is a main folder, then various subfolders (A, B, C, etc.). Each letter subfolder also has numbered subfolders (1, 2, 3, etc), where actual files are stored. If a file is modified in A-1, then folder 1 shows the modification date for that file as the modified date for that folder. But its parent folder, folder A, does not and still only shows the date that folder 1 was put into folder A.
Is there a way to change this behavior and have the modification carry over to the parent?

That's a file system feature and can be disabled but afaik not extended. You could script that but it would require manual invocation...
