Drag & drop into folders does not work, re-positions instead

For the longest time I was getting frustrated that D&D wasnt working, would just underscore the target and move the position of the file(s) within the tree !
Today I resolved to get to the bottom of it, and found it ! I had checked the 'Tools/Customize List/Manual Sorting'
Hope this helps who may face this
