Possible to create tag exclusion list?

I know its possible to exclude certain tags using search. Is it also possible to create a catalog category to select which tags to exclude from being searched?

I would like to select certain tags in the inclusion list but also be able to select tags from a secondary (exclusion) list which would exclude the files that contain those tags from being shown.
