Revert Scope for Tree Optimization Functions

The following change was made several versions ago:

      Before, it was Tree and List, but it's confusing and totally non-standard 
      to trigger tree changing functions by typing into the List.

Although I agree with this for the first three functions, I use the Optimize Tree function all the time from the List pane and find it extremely helpful to do. Essentially, while I'm browsing or performing operations in the list, I often have the need to clean things up in the Tree and this allows me to do it quickly and easily without having to make the tree active first.

I would ask that the Optimize Tree function be reverted back to the original scope (Tree and List) or that a INI tweak be added to support this.
