PS: The Title Bar is done through Windows... the Menu Bar, I'm less sure of.

You can't change the background color of the menu bar (File Edit View Etc) but you can change the title bar color by going into Windows Settings > Personalization > Colors and enabling the checkbox for "Title bars and window borders". (Okay, technically you can change the color of the menu bar. It's controlled by the legacy Windows color settings that MS has so thoughtfully removed the UI in Windows 10. A little searching online will explain how to make changes to the registry to do this, but you really need to be dedicated to the task. I haven't found it worth my time, and the white menu bar doesn't really bother me as long as the title bar is colored, but I can definitely see why it bugs some folks.)
