Observation on startup times and cloud supported AVs

A friend of mine complained about delays in starting XY.
Comparing startup times (<get loadtimes>) to what he experienced showed significant differences - sometimes more than doubling.
Since he confirmed whitelisting all of XY's EXEs with his AV and other applications suffering too, i started digging on a suspicion i had for some time:
AVs with cloud support and build-in process monitors.
Stopping their detection of URLs (comparing them to the cloud) immediately stopped any delay.

Interesting. But doesn't <get loadtimes> tell where exactly the time is lost?

No! Interesting indeed - the excessive delay seems to happen clandestinely before <get loadtimes> sets in to collect data.
Moreover: in the meantime it looks like you need to stop the process monitor functions altogether to get rid of delays.

Before <get loadtimes> sets in the VB6 runtime library is loaded. Maybe it's an idea to also exclude this from AV: C:\Windows\SysWOW64\msvbvm60.dll

I would like to ask a question about the excluded AV settings.
What is the difference in placing the files shown above in Excluded files and locations versus Excluded processes section?

I think "Excluded processes" only accepts executables.
