I like the idea Horst bought up and you implemented in v22.70.0018, but that locking in and movement that applied to PDFs is carried over to follow-ups on JPG image blowups even though you can do the movement on the other image files as you can with PDFs. The jury is still out on that behavior. Should it have only applied to PDFs since you can't move the other images like JPGs to where you want them.
Okay I didn't have "allow panning" enabled in MDBU Configuration to move regular images like JPGs. Strange though that I could move the PDFs without that setting enabled but could not move JPGs. So maybe the above question could still stand. I say that because in most cases you want JPGs centered.

Allow panning is only for shrunk blow ups. Not sure if that's relevant to your case. But most of what you said I did not really understand. What's the problem?

I've always had shrink to fit enabled but panning unchecked.
I'm not sure if it is a real problem. The locking of the PDF blow-ups is also applied to an image. That may or may not be what is wanted. If you blow-up and drag a PDF file, the same position is inherited by a JPG when you blow it up next. And as mentioned, that depends on the "allow panning" setting on whether you can move that JPG (i.e., if the setting is not checked you can't move the JPG). I like the idea of locking the position of a PDF out of the way.
As an example, 1) apply the above settings, 2) drag a PDF so it's half off screen, 3) blow up an image next, 4) it inherits the PDF position and you're stuck with half of it off screen and you can't even move it, 5) you'll have to blow-up and drag another moveable file to get images back near center.

Or the opposite solution, not allow locking if "allow panning" is not checked. I'm fine with either solution.
Edit: Actually, your possible solution is probably best.
