Wrap the toolbar to a 2nd toolbar

Hello
Can you wrap the toolbar to a 2nd toolbar?
I like captions on the buttons but now the toolbar runs off the end >>
Tools> Customize toolbar> Options button> Show button options

Thanks, I did a search for this and it has been a question back to 2010. The answer was it was being worked on : )

Why do you need the captions, its only wasting space.
If you hover over a button it shows you its description.
