paste as symbolic link not work

I want to create symbolic link for execl document,I copy A.xlsx and choose paste as symbolic link,but nothing happend.

As an alternative, you can permanently assign the right to create symbolic links to a non-admin user by group policies.

Run group policy editor as admin and add the local user of choice to the following local user rights policy: GPO_name\Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\create symbolic links
