How to change look of toggled toolbar buttons

The toggled buttons on my toolbar looks like this:
The background is very bright. On my old PC, I had somehow gotten it to mark toggled buttons with only a white bar at the bottom (instead of the full white background), but I can't figure out how.
Is there a tweak or setting that can change this appearance/color? I've seen that "Dark Mode" has a softer color, but I want to avoid that?
I found the ToolbarBackColor= tweak, but that's for the whole toolbar.
