Off Fit Mode Unless Image Size Better Than 1280x720
Lets say display size 1280x720 and if image size less than 1280x720 then Fit Mode Off, how I can set it?
For example:
In screenshot below 1st image size 1920x1080 so that image fit to the display Fit Mode ON
2nd image size less than 1280x720 so that image doesn't fit to the display Fit Mode OFF
Hope I explained well.
(I am worrying that I miss tiny thing to do it.)

I'm not sure what you're asking for. Zoom settings are available from the right-click menu or keyboard shortcuts. Are you looking for zoom *defaults* for specific scenarios?

When I use 'Fit Width' in that mode XY slow down. What am I have to check for it?

Sorry I didn't explained well enough.
In 'Full Screen Preview' mode I press 'W' for 'Fit Width' mode and now image extend until to fit width of display (this is ok) but now I need to drag image Up / Down with 'Right Mouse Button' while I try to drag XY all the way slow down.

That's normal. Dragging big images around like this takes time.

Oh! I don't think 1280x720 image is a big one. Am I think wrong?

Maybe it's a misunderstanding. Panning small images 1280x720 is fast. Something like this, using the right mouse button:

I guess slow down depends on size of image files. So I don't have to check any settings of XY, am I correctly understanding?

You mean the byte size of the file? No, that is not relevant here. But when the image is very large (image dimensions) AND is scaled (shown smaller or larger than the original size) then the panning will be slow if your computer (CPU) is not so fast, or your RAM is small.

Yeah, I see slow down occurs when I scaled images, unfortunately, if image size 1280x720 and I tried to zoom image in this case slow down / lagging occurs.
Fortunately, it doesn't matter if image size 1280x4000 and if I don't scaled down or up image, in this case dragging (/ slide) image UP/DOWN is working smoothly.

So that's it. It is as it is. Scaling takes time.
BTW, I see now that there would be a way to make it faster. But IMO the slowness is not too bad. The need to improve it appears small to me.
