Where is the Tag List? (need to copy it to another PC)

Hi,
I've changed PC and I'm moving my XYPlorer settings to the new PC. I've copied the tag.dat from the old to the new and that imports all my comments, tags, rating,....but not the Tag List itself? So when I right-click the Tag column to "Add tag by list..." it comes up empty.
How can I copy/import it?
BTW, I'm finding the XY forum search engine to be not very useful for finding information because it will ignore terms I enter, but more importantly, it won't allow a phrase search (i.e. all the words in the exact same order as found between the " "). I've encountered this frequently on forums and a great workaround is to use google's custom search but for some reason I can't get it to work with XY's forum?
Can it work and if so, what is the URL I should be using then?
