Dark Mode and Toolbar Buttons
As niffty as Dark Mode is it has one demonstrable drawback. On this system a number of Icons in the Toolbar Buttons have become virtually a solid black. Does there exist any Setting or Option that would ameliorate this condition?

None of mine do that. Maybe let us know which particular icon(s) - are they your own icons which were initially black on a white transparent background?

There was a problem in 19.50.0000 with buttons that had a text label as face, this was fixed in 19.50.0003 beta?

Try adjusting the Settings, Highlights and Dark Mode, Level of Darkness to a higher number; try changing it brighter in about five unit increments. On my system this ameliorated the problem I had with a couple of rather blackish custom icons I use to the point where they're just fine, and everything else looks well balanced. You might try adjusting text contrast as well to balance things out.
(Adobe could take a few pointers from Don here! Including the fact that Dark Mode is optional in XY. Can you tell I really hate the readability of Adobe's UI?)
After using Dark Mode for a little while - I do like it very much, thank you Don - I'm starting to cue into things a little differently, and everything is getting back to normal in terms of my timed reactions to things. I found a slight dip in productivity right at first simply because things were different, but that's changed quickly.
I've also found the need to change a few of my custom highlights to be less dramatic so they still speak the same visual language to me.
(Save your settings before you start adjusting things, and at felicitous mid-points, so you can go back - just in case you liked them better beforehand.)

Thanks everyone for the suggested solutions. Will evaluate them one-by-one until finding the one that works best on this setup.
BTW - The problem is worst with my icons applied to CBT's. Those built into the software seem largely unaffected.

1. There are indeed some icons (eg Manual Sorting, Customize Keyboard) that turn out almost completely black, you can easily spot them in the Customize Toolbar dialog. I will rework them soon
2. I will add some way to make custom icons work independently of the background color of the toolbar, probably by adding an option to paint them onto a a colored circle, i.e. to carry their own background with them.

I was shortly pondering which country that "here" would be (until I remembered your photos) , and there were so many candidates coming to my mind, wow, this icon could be the logo for the planet...

It is. Especially seeing this happening within the rules of the democracy game. Well, this is not the place to sing that blues. And, as they say in Africa: No condition is permanent.

Anyway, all three central icons have the same orange bg. Note the setting/refresh icon; it's almost completely hiding the background.
Now this particular icon is still somewhat legible in dark mode, but only because I don't have darker icons of that size at the moment.
what i'm getting at is that it's possible to have icons that completely hide the bg, making the feature useless. Can we have a rectangular background option, something like the pressed button effect underlay?

I would encourage you to do something with the "on" state of the Ghost Filter button as well...
