Last modified date - XY vs command prompt?

Last modified date - XY vs command prompt?

Can anyone explain this?

"#Work in progress" is the same for both
The command prompt date is -1 for the other two

Windows File Explorer shows the same date as XY...

GMT+1 timezone, UTC for the XY last modified date is NOT used
