When using rename (adding characters) can I limit the length of the new name (win10)?

No, such a limit is not possible at the moment.
Here's another idea: I could show the length of the name in characters while you are typing. Would that help?

This is a mockup of what I mean. While typing it shows the length of the file name, and of the full path in parentheses:

OK, I know what I will do tomorrow morning. And I will make it red when it's overlong (longer than 259 characters).
