in both cases the preview window says: "No Preview Available:..."

I remember seeing some of your posts elsewhere speaking highly of XY.
I'm an amateur, but zip previews work for me in win7-64, XY ver 18.4.
What are you using, and do you have a standalone zip program installed??
What do you see as choices in your r-clk menu on a zip file??

I have 7-zip installed as well.
r-click offers a lot. I dunno what u are targeting at. amongst others it offers "Zip View" which pops up the preview window but does not work to display any zip content.
