PFA don't seem to work

It seems like custom file associations don't seem to ever match (i.e. ALWAYS defaulting to the windows default application). For example, creating a PFA for a made up file extension to open notepad `bbb>notepad` and double clicking an empty text.bbb file, just opens the default windows how do you want to open this file? menu.

Is there some setting that I'm missing that needs to be changed for PFA to work because as it is now it doesn't work at all.
